I don't know when the cartoon was drawn or what current event it was in response to, but around 2005-2006 it might have been very relevant, though as a caricature. America is not anywhere near the same level as Nazi Germany (there is no parallel there and stretching one out would be ridiculous), but many moves of the Bush administration do parallel political and military moves made by the Hitler government: propaganda, control of the news media (directly or indirectly), military aggression and land grabbing against non threatening nations, electoral fraud, warmongering, ignoring international law, acceptance of war crime, etc, etc.
This is a fairly common statement. This is prolly the third one I've encountered in 2 years. The other times it was used to point out the similarities between contemporary America and Nazi Germany. Things like the Patriot Act, gun control, and general de-democratization of America.

This is a picture of a big, geeky dude appreciating Fine Art. And there are a lot of jokes right there on the surface, but I think the photo is somewhat profound.
